21-22/101     Declaration of interest both pecuniary and non-pecuniary: K Macklin declared an interest in planning application 21/03551/PLF and would not be taking part in the discussions or voting.

21-22/102     Minutes of the last meeting: S Nicholson proposed, P Bakes seconded, and all were in favour of recommending to the clerk that they are signed as a true record.

21-22/104     Planning applications

21/04222/PLF – Mr J Duncan – Erection of a first-floor extension to front and construction of two side dormers with rooflights at 15B North Street, Leven – D Thorne proposed,

S Nicholson seconded, and all were in favour of recommending to the clerk that there were no objections to the application.

21/04552/PLF – Mr & Mrs Cliff – Erection of a single storey extension to rear following removal of existing conservatory; Erection of carport to side; erection of porch to front and conversion of existing detached garage into additional living accommodation at 40 The Orchard, Leven – P Bakes proposed, S Nicholson seconded, and all were in favour of recommending to the clerk that there are no objections to the application. R Jennings,

Mrs Ellerington-Jennings and D Thorne declared a non-pecuniary interest in the planning application and therefore did not take part in the discussions or voting.

21/03551/PLF – Leven Playing Fields Association – Alterations to extend car parking area with construction of new underground surface water drainage system, hard standing, installation of 4 illuminated bollards, two lamp posts, three electric car charging points and alterations to widen the existing vehicular access, erection of storage shed in playing field, construction of secure enclosure with 2.4m high palisade fencing and gates adjacent to scout hut for outdoor activities, portable goal storage, the siting of a shipping container for football equipment and 4 portable team shelters and replacement of existing damaged timber fencing with 2m high metal fencing following demolition of existing garage buildings and removal of existing outdoor gym equipment and sheds at Sports Hall, North Street, Leven. S Nicholson proposed, P Bakes seconded, and all were in favour of recommending to the clerk that there are no objections to the application.

S Nicholson and P Bakes both declared a non-pecuniary interest in the letter from Leven East Street Bowls Club and did not take part in the discussions.

Parish Council Vacancy: The clerk has received confirmation that there is not going to be an election and will therefore place a notice on the website and in the noticeboard advertising the vacancy by co-option. All agreed that the closing date should be 24 January 2022.

21-22/108     Financial matters – Setting of the precept 2022-2023

Prior to the meeting the clerk had circulated to the councillors up to date financial information to enable them to consider the setting of the precept for the financial year 2022-2023. K Macklin proposed, Miss Richardson seconded, and all recommended to the clerk that the precept remains the same as the previous year at £18,180.

21-22/109     Representatives reports:

Leven Sports Hall: K Macklin advised that the sports hall is fully booked with various groups using it.

East Riding of Yorkshire Council matters:

Leven village flood alleviation scheme: Councillor Gateshill has asked for an update on the scheme as to whether it will be taking place or not.

Charter for Parish and Town Councils: The East Riding of Yorkshire Council have adopted the charter. This has not been circulated to the parish councils yet but will be shortly.

21-22/110     General purpose matters

Tree sculpture: The sculpture requires to be dipped again to preserve it. The clerk will contact Jackie Ward-Lomax, who was the sculptor for recommendations as to who would be best to carry out the work.

Hare and Hounds: A complaint has been received regarding a car that would appear to have been abandoned opposite the public house. The clerk will obtain the registration mark and report it to East Riding of Yorkshire Council.

Churchyard: Approximately 18 people including councillors volunteered to clear the churchyard of brambles and undergrowth. The parish council would like to thank the community for their hard work and to Mrs Appleby for providing the refreshments.

Leven Scouts: The chair had been speaking with the scout leader who is keen for the scouts to be more involved in the community. The chair is to suggest various projects that they could become involved with.

21-22/111     Date of next meeting: Tuesday, 1 February 2022 at 7:15pm in the school. As there was no further business the meeting closed at 8:30pm
