Cllr. P. Smith was unable to attend.
24-25/54 Report from Humberside Police
Officers from Humberside Police were present at the meeting. A discussion took place regarding a speeding initiative taking place in the village during June and July. PC Scotter reported that he occasionally walks through the village he also provided lines of communication for matters to be reported as required.
24-25/55 Clerks Report
The audit and legally required financial documents have been posted on the website as required. The period for the public’s right of inspection of the accounts has been set to 10th June -19th July 2024
RWE peartree solar farm consultation period is live. RWE will be returning to the Parish Council at your next meeting 2nd July 2024. It would represent good practice to invite members of the public to join the parish meeting for that item.
A letter has been sent to Mr Draper the former owner of Leven Canal regarding the bridge across the canal to ascertain ownership, and any maintenance plan.
A request to consider the triangle of land at the top of Goosenook Lane for use by the Scout Group has been sent to ERYC. They require more information on what the scout group would like to do before making a decision.
ERYC have been contacted regarding bus usage numbers at the South Street (SouthEast) stop
The Councils’ insurance has been purchased for 2024/25
A letter has been sent to the Youth Club Chair regarding the success of the East Egg Hunt
Correspondence regarding a snared badger has been responded to and included Cllr. Jones in the information loop. We need to report any sightings of snared badgers to the group/police in future.
24-25/56 To consider progress against the Action Tracker
The action tracker was considered and agreed
Goosenook Lane green area update – proposed that the scouts would apply to cultivate the back edge of the area leaving the front free. The Scouts would maintain quarterly if permission granted by ERYC and residents are supportive.
Leven Life update – the chairman’s report will be in this quarter’s edition.

Erection of a first floor extension to front with associated alterations, 24/01537/PLF, 50 The Meadows, Leven
It was unanimously agreed to support the application.
24-25/58 To note East Riding of Yorkshire Council planning decisions
Application for variation of Condition 2 (expiration period) of planning permission 10/01703/STVARE (variation of Condition 2 of planning permission 303-297) to allow the quarry to be worked until 2024) to allow the quarry to be worked until July 2039. 23/03254/CME Yarrows Aggregates Limited, Little Catwick Quarry, Leven By Pass.

24-25/64 New Financial Regulations
The clerk has drafted updated financial regulations for 2024/25, these were considered and agreed. Proposed Cllr. A. Fearnall, seconded Cllr. L. Burrows.
24-25/65 Confirmation of the dates for the Exercise of Public Rights
The clerk has posted on the website the outcome of the 2023/24 audit and published the dates for the Exercise of Public Rights. These are 10th June – 19th July 2024.
24-25/66 To agree training and receive feedback from training undertaken
The clerk had received training from Scribe on year-end and audit procedures, this was excellent and enabled a smooth processing of the data required. Cllr. L. Burrows had to cancel the grants training and queried if the cost can be reimbursed.
24-25/67 To receive representatives update reports – verbal
Youth Club – Cllr. G. Jones reported that a meeting had been held on 3rd June where it was confirmed that DBS and safeguarding training had been carried out. Further communication with the school is required re lease conditions.
24-25/68 General Purpose Matters
68/1 D Day arrangements Beacon lighting event to start at 6.30pm. Cllr. C. Ablett asked in the absence of the clerk to be given permission to post the Beacon event on social media, this was agreed. Proposed Cllr. A. Fearnall, Seconded Cllr. F. Hood. Roles were allocated for both D-Day events.
68/2 planters – the village planters have all been cleared. New plants are due this week, the final cost will be divided between the Love Leven sponsors.
68/4 Cllr. P. Smith walkabout – the walkabout will take place on 8th June after the stone blessing. It was agreed it would cover parking at the surgery and on South Street outside of the shops, West Street near Budgens and the Canal footpath, Mill Drive.
68/5 Foliage obstructing footpaths – it was agreed that residents at properties where trees/hedges were causing an obstruction would be contacted either by the parish (if not the public highway) or referred to ERYC.
24-25/69 Location of future meetings
After discussion on venues and comparative costs it was agreed to continue to use Leven School for parish council meetings. Proposed, Cllr. A. Fearnall seconded, Cllr. C. Ablett.
